Lower speeding fines no solution to traffic safety, paper says

Koper, 11 August - A cliche that the scope of a fine does not affect behaviour of drivers may well be true in countries where society is mature enough for the majority to act responsibly, but certainly not in Slovenia, Primorske Novice comments as lower fines for speeding entered into force on Wednesday.
