Delo says IOC sent out "mixed message" on Russia

Ljubljana, 25 July - The International Olympic Committee's decision on Russia disappointed both the advocates of banning Russian athletes from Rio and the sceptics who perceived the fight on doping as a cover for a political reckoning with an old enemy, Delo comments on Monday.
