It seems that the protagonists of this move are Development Minister Mitja Gaspari and Finance Ministry State Secretary Helena Kamnar, but not much is known about the support to their initiative among the ministers and Prime Minister Borut Pahor, Grega Repovz says.
The programme budgeting approach that the two propose seems bureaucratic and empty at first glance, but in fact it completely reverses the budget logic under which money from the state budged is distributed among ministries according to the negotiating abilities of ministers and their political power.
The initiative moves away from the lobbying and gives room to real content, to programme planning. This is a U-turn, an alternative not only to the past budget management, but to the whole philosophy on how to run the country, Repovz asserts under "Serious Opportunity".
Criticism that the government brings no changes in content which would be urgently needed in time of crisis were justified so far, but what Gaspari and Kamnar are offering now is a big shift. Now it is up to the government and the prime minister to make the best out of it.
